Work Reality and Limitations of Manpower for Senior Centers: For Program Managers of Senior Centers in Seoul

Abstract
Senior centers have been at the center of controversy over its role as a leisure facility for the older adults despite its large numbers. In order to seek to improve the function of the senior centers, this study focuses on the reality and limitations of work for program managers who work at senior centers. This study applied a mixed method approach: the quantitative part was a survey on job performance for 45 Seoul program managers at senior centers and the qualitative section focused on FGI with 15 stakeholders from senior centers in Seoul. As a result of analysis, many of the program managers perform most tasks at senior centers under the title of senior manager and feel particularity challenged handling complaints from clients. At the same time, the program managers have duties both a member of the branch of Korea Senior Citizens Association and as the program managers for the senior center. In order to make clarify the roles and tasks of these managers and to improve professional among program managers, it is necessary to reorganize their roles and tasks, reassign their affiliation and improve the systems related to recruitment, training and evaluation.
